UNICEF WCARO, UNICEF EASRO, Save the Children International, Plan International, World Vision International, African Child Policy Forum, Terre de Hommes and REPPSI have now joined forces to support national efforts through creating a new platform for learning, exchange and innovations around systems strengthening in sub-Saharan Africa. A key contribution is the production of the first policy and programming resource guide for strengthening national children protection systems, development of a working paper on what we know about strengthening national child protection systems in sub-Saharan Africa and an interagency expert consultation on strengthening national child protection systems in sub-Saharan Africa held in Nairobi, September 2011.

For this assessment, CRS chose to closely examine three economic strengthening approaches used in the Out-of-School Adolescents Support Project - vocational training and Junion Farmer Field and LIfe Schools (JFFLS), and Savings and Internal Lending Communities, and to determine how effective they were in helping girls overcome barriers to their economic empowerment.

To respond to the OVC crisis in Rwanda, CRS and Caritas partners implemented a five-year program from 2004 - 2010 that provided caregivers and children a range of services: education support, healthcare and HIV education, protection, psychosocial support, food security and nutrition assistance, and economic strengthening. This assessment focuses on discerning which program elements were especially helpful to adolescent girls and which needed to be strengthened without compromising a program's ability to help all OVC.

This documentation explores child- and HIV-sensitive social protection implemented under the umbrella of CARI in five of nine selected countries within the Eastern and Southern Africa region (ESAR): Botswana, Malawi, Mozambique, Swaziland and Tanzania. During fieldwork for this study, assessments were undertaken by considering various programs and policies and their performance individually, but also by looking at their linkages and complementarities to other programs and service providers.

In November 2010, PEPFAR, under the auspices of the Technical Working Group for children orphaned and made vulnerable by HIV/AIDS, organized a global conference in South Africa to address the lack of attention given to social workers who serve OVC and explore strategies for addressing the crisis at a country and global level. The conference report for the Social Welfare Workforce Strengthening Conference: Investing in those who care for children highlights the objectives, content, and outcomes of this important conference.

The purpose of this document is to inform the development of appropriate responses for children affected by HIV and AIDS. It builds on the principles and approaches from the 2004 Framework for the Protection, Care and Support of Orphans and Vulnerable Children Living in a World with HIV and AIDS, bringing in new evidence from academic analysis and programmatic experience, and translating evidence into normative guidance for policymakers and programmers. The guidance in this document is relevant for a range of implementing partners within governments, the United Nations and civil society organizations, including those working on HIV and AIDS, child protection, social policy and social justice.
