Can you please provide more information as to how the HEWs work or interact with the community volunteers.             <title>Changing the name of our &quot;umbrella&quot; (2 replies)</title>

            <description><![CDATA[ During concurrent session on the Framework (Session 10 on Tuesday, Nov, 16th), there seemed to be strong support for using a term other than &quot;social welfare&quot; to identify the workforce that we are concerned with.  It seems that &quot;social welfare&quot; has at least a couple of drawbacks.  To many in government who are not working in this field it sugggests handouts, and when translated into some local  languages &quot;social welfare&quot; also tends to convey the idea of  handouts.  Some programs do provide direct material assistance and do so in an appropriate way, but the field is really much broader than that. We are change agents who work on prevention of problems, receoveryna ddevelopment at individual and family level, community level, and national level.  Our work includes community mobilization, psychosocial support, developing and reforming policies, and other activiies.  We are at a disadvantage if people in other fields think of us primarily as those who give things to people.<br />
<br />
A major issue for our field is securing significant and sustained financial commitments from governments.  We are handicapped when trying to convince a minister of finanace of the need for a larger budget if what the minister is hearing implies welfare handouts and dependency rather than development.  <br />
<br />
There are at least two options that we might consider as an alternaitve for idenitfying this workforce, as we continue to work for its development acorss the continent:<br />
- The Social Development Workforce   <br />
- The Social Protection Workforce.  <br />
<br />
It seems that some countries are already using &quot;Social Development&quot; and as a concept it might help link what we do more closely to national development agendas.<br />
<br />
Alternatively, &quot;Social Protection&quot; is a term that seems to be coming into much greater use. Just a few years ago, many used it to refer to governmental social security cash transfers, but the meaning seems to be broadening to include protection against and response to human security issues.  <br />
<br />
I hope that others will respond with their thoughts on whether they think a change in terminology would be helpful, and if so, what we should call the common &quot;umberella&quot; under shich we all are working. <br />

            <description><![CDATA[ Hi! I am currently working with an NGO here in Vijayawada, Andhra Pradesh, India and I've noticed that they do a lot for OVCs in terms of educational support. The NGO has functions at which they distribute free educational supplies (e.g., books and uniforms) to children affected by HIV/AIDS (one or both parents have died due to the disease).  I was wondering if anyone knew of other NGOs in the region that did something like this? And if so, do they provide other types of support (e.g., financial, etc.)? It would be good to get an idea of what is out there! Thanks!]]></description>

            <description><![CDATA[ In today's news there is an article about <a href="http://www.plusnews.org/report.aspx?ReportID=89349" rel="nofollow" >Uganda's draft policy</a> around disclosing HIV status to children by the age of 10. For some this is welcome guidance;<br />
 <br />
<i>&quot;In my experience a child disclosed to at an early age copes better than those who get to know their status when they are teenagers. They easily adapt to the new lifestyle as adolescents growing up, and adhere better [to ARVs],&quot; said Cissy Ssuuna, counsellor coordinator at the paediatric HIV clinic of the Baylor College of Medicine in the capital, Kampala.</i> <br />
<br />
However it has met  with resistance from some  health workers and families,<br />
<br />
<i>&quot;Why should they say that children need to know their status when there are adults [who do not], like men who do not tell their wives?&quot; one mother at the Mildmay centre asked. &quot;There is no policy on partner notification; why should we sacrifice the children first?&quot;</i> <br />
<br />
<br />
<b>So when should children know they are HIV postive</b>? when they start asking questions? before puberty? Who decides they are psychologically ready to deal with a postive diagnosis?<br />
<br />
 Surely if we believe in children's right to information, to participation and to make informed choices then we need to work with children in a way that supports them  to understand and deal with a diagnosis at the time right for them. Too often it seems to be about when adults are ready, or as in many countries selecting an age when a child is almost an adult themselves!]]></description>

            <description><![CDATA[ Early infant diagnosis of HIV among HIV-exposed children and adequate follow-up are an essential integral component in PMTCT, to effectively identify infants living with HIV and ensure the timely initiation of care and treatment.  However this is right denied to thousands of children in Sub Saharan African region thus denying children the right to early initiation to treatment and care.  Campaign  to End Pediatric HIV&amp;AIDS is planning to carry out a situational analysis in three sub Saharan Africa regional countries  to assess the situation, policy and service bottlenecks, development of target to PCR/EID services. We are looking for ideas, comments and support in as we prepare to carry this out.]]></description>

This meeting has many strands but one is looking at the issues of drug use on families and the impact on children and parenting. This is an interesting area that is developing in relation to children and HIV and how children in families where people use drugs are best supported.<br />
